Need help with RSMS?

​​​​​​​​​​​​To nominate a skilled worker under the direct entry stream, the employer must be assessed by a regional certifying body​ (RCB). The Department of Home Affairs requires an assessment outcome from a regional certifying body before they will finalise an application for employer nomination.

To be assessed as successful, the employer must demonstrate the following criteria to the RCB:

  • ​There is a genuine need for a paid employee in the nominator's business for the nominated position.

  • The position cannot be filled locally by an Australian citizen or permanent resident.

  • The terms and conditions of employment are the same as those that would be offered to an Australian citizen or permanent resident performing the same tasks at the same location.

  • The nominated occupation is listed on the medium and long-term strategic skills list or regional occupation list.

The Department of Training and Workforce Development (DTWD) is the RCB for Western Australia (excluding the Perth metropolitan area and the Goldfields–Esperance region).

To be assessed by DTWD:

Once assessment has been completed, the employer will receive an email with the outcome and a signed Form 1404 which is then used in the application to the Department of Home Affairs​.
